1994 250 outbard yam ?????

I have an update on my problem if anyone can help. remember when i said the i remove the top two wires and not much of a change in rpms. Well i took off both heads and found a white milky substance in the top two cylenders it was mainly on the head itself and a little in the piston. I am stumpped and have no idea please help.../

Look for water in fuel. Check exhaust plates to see if it has holes corroded in it.

I pulled the exaust cover off and inspected that and it looked fine and checked fuel filter. I was wondering if it could be this if you wouldnt mind giving me your opinon. They are brand new heads on a 1994 motor could the heads be perfect and the housing be off a little if so any ideas I am going to put new gaskets on this time with sealent is there one you might recommend.
