89 excell fuel problem

Have an 89 excell 225 runs out of fuel after it plains out. Carbs were rebuilt,new fuel pumps,new primer bulb, new tank switch valve,all new fuel line and checked pick up tubes . Today I put a stand alone 6 gallon tank on and still runs out of fuel at high RPM's. The problem is engine not boat. HELP!!!!!

What kind of pressure should I have? Do I check each pump or hook up to get both at the same time?

I checked and have 1.5 lbs at idle and when you snap the throttle it goes to 3 to 5 then right back to 1.5. When you throttle up and hold it still 1.5 . Also put vacume on back side and have 1 inch at idle and will climb to 5 inches for a second then back to 1. Thanks , Cousinronnie

5 inches of vacumn is high, which would indicate a fuel restriction.
