115 overcharging need help

I have twin F115's 2004. The starboard volt meter has been going up to 16+volts and hanging there. Is this bad for my system? I noticed it when I had to change the battery for that engine. I installed a new battery and made sure all the connections are clean. I even switched voltage regulators with the port engine but it does the same thing. After start up it stays at 14 volt for about 30 seconds then it climbs up to 16+ volts. Any sugestions?

You might switch gauges to make sure it's not a bad voltmeter.
