I am not getting any spark. changed the plugs. Looked at a fuse I found it seemed good.

in neutral, kill switch lanyard on ??? if so then could be bad kill or neutral stop switch in throttle box.

Yea - it was the lanyard... oops should caught it.
Right now the motor makes rpm with the muffs on in the driveway but it won't go over 22 hundred under a load (in the water).

Your carbs need to be cleaned.
