Yamaha short shaft really 17 inches. Why?

Yamaha short shaft really 17 inches. Why?

The shaft on my 2004 Yamaha F15 is really 171/2 inches. This puts the cavitation plate 2 inches below the bottom of my boat. Do I need a jackplate or shims? Why does Yamaha do this?

Most transom's are about 17 inches. We mount them on transom or raise them up one hole on motor bracket.
