Starter & T/T problem

The tilt/trim AND starter motor are not working in my 1998, 130 hp. A tester light was used to verify power to the starter relay and the two relays above it (tilt/trim? & ?).
All connections are clean and secure.
The tester light was placed on the 'cold' side of the relay while the ignition was turned and . . . no light.
Please help

I checked the 30A starter fuse and it was bad. I replaced it and all is well.
