2004 Yamaha 50hp runs on 3 cylinders @ slow speeds

Changed plugs, cleaned filter, changed filter on boat have Startron for E-10 issues. Runs fine at fast speeds.... Hope some else had this problem and figured it out open to ideas

If this a four stroke model then it may be dirty carbs or carb out of sycn.
