Very stiff shift linkage 98 225 OX66

It is very difficult to shift into either forward or reverse. Pushing the black button on the throttle to put the engine into neutral, I can easily move the throttle forward and into reverse. I have tried disconnecting the shift linkage at the motor, and testing the cables, they they move smoothly....it is only tight when the cables are actually conected to the linkage. Is there a way to adjust the tension other than the friction tensioner at the remote control?

unhook the cable ends at motor and work the throttles to see if it is the throttles,cables or motorside linkage. many times the 33c cables will corrode but can be cleaned up and lubed.
