2000 OX66 Flow Problem

My OX66 does not discharge water when the ears are on the lower unit and the engine is started. It flows fine when water is hooked up to the upper input port. There must be something blocking it. Any ideas? thanks in advance.

the screens are clear? what happens when the boat is in the water, same, no flow? does it overheat when in the water or on the hose?
could just be your hose flow isnt enough.
if it has been over a year, drop lower unit and changeout impeller. if the impeller is in pieces you may have gotten those in the water tube.
