Charging problem

I have a 1995 Yamaha 250 sws. The digital gauge shows charging voltage of 11.6-12.0 volts while running. I have new batteries, the reading stays the same no matter which position the battery switch is on. What is my next step? Does this sound like a faulty stator?

Yes the charging system needs to be checked to see if working properly.
