3 HP Lacks Power (3mshq)

I have recently repaired the waster pump but the engine seems to lacks power with a little hesitation during acceleration.

Should I look at the carb or the CDI ignition?
Where can I get the resistance data for the CDI connections? Parts list? Basic instructions?
