Engine surges, stalls

My "new to me" 9.9 electic start (2000) will stall at idle ( unless idle is turned up quite high... too high for comfortable shifting), and will continuously surge. If I put it in gear ( and it doesn't stall) it will run smoothly at high revs, but stall at low throttle.

I have replaced plugs, auto choke, and fuel. The carb has been cleaned twice and the fuel pump seems to be OK. Could this be a timing problem? I have been at this for 3 weeks, and nothing seems to correct the problem.

if it runs fine at higher, sounds like carbs to me. Ive had to go thru carbs up to 3 times to get them right.

I agree with jb - sounds like low speed jets in carbs clogged.
You could try a shock treatment with SeaFoam or RingFree - sometimes this works to not only de-carbonize the motor but also clean up the fuel system.
If that doesn't help, try removing the jets of the carbs and squirting some Berryman's Chemtool into the orifices.
If that doesn't help, then need to remove the carbs and completely tear down and clean.
