Yamaha 25 hp 4 stroke 2000 Carb problem

So I rebuilt the carb on my engine and forgot to put the grommet in. Engine ran fine at idle, and at various speeds.

Go back and add the grommet, and now the engine stalls out.

What is the purpose of the grommet in the carb?
Did I possibly push the grommet in to far and cover the hole in the side wall?

New to this boat ownership.

well still no motor model #.
but that plug is not a grommet.
I do not think you can push it in too far.
it makes the pilot jet get its fuel thru the main jet.
maybe the side passage from main to the pilot is plugged
