Looks to me like it goes into a nesting spot on the inner surface of the outer cover. Item number 25. Right below where the kill switch is installed.
Item 22 is called a cable anchor so it seems to me that it would be part of the stuff that attaches one end of the control cables to the control box. Seems to interface with item 58 which is a grommet.
Different illustration below showing the cable anchor from a different perspective.

You may have to wait for Boscoe to come back on that one or one of the other more knowledgeable guys out here to help then.
Best I can help is you can go to the above and in the search box at the top of the first page type in 703 Throttle parts and you may find on the list the year of your throttle and a diagram of the parts and numbers.Last edited by dray0151; 09-09-2017, 07:32 PM.Dennis

703 control boxes are interchangeable.
The part behind item 15 is item 19 in the first illustration.
It is item 17 in the illustration linked below:

Is it item 24?
You can go to the Yamaha US website and look at exploded views of 703 control boxes. Look until you find the part that you need. Plug the part number in the boats.net search box and it will give you price and availability.
Have you thought of taking the control box to a Yamaha dealer to have him fix it for you?
