If that motor was allowed to set up for more than a month without being run, and the storage procedure in the owner's manual was not followed, then your problem could be clogged carburetor.
Probably high speed jet is clogged with gum/varnish.
If you can get to the high speed jet, remove it and squirt some Berryman's Chemtool, or equivalvent, into the orifice.
You may have to remove the carbs and clean them and install a carb kit.
