My 2002 50 4strk runs really smooth at idle in Neutral. But,, when in foward at idle it will run very rough for 30 seconds or so then smooth for about 30 sec. or so. It will do this for as long as its in idle. Seems to run great above idle. Where do I start. Carb sync? Clean carbs? Or could the problem be something other than the carbs? Also something else I noticed is that after a few mins of hard running at wide open when I go back to idle there seems to be alot of steam coming out the exhust. Is this normal or could it be overheating with no alarm?? Thanks for your help!

I would guess you have carbs that are a little clogged with gum/varnish - esp the low speed jets.
You could try a shock treatment with RingFree or SeaFoam, sometimes this cleans up the fuel system enough to get by.
If you can remove the low speed jets on those carbs (all models are different), then try squirting some Berryman's Chemtool into the orifices.
If none of the above works, then you may have to remove the carbs and teardown and clean.
Steam coming out the relief holes - could be overheating, or could be a pressure relief valve that is stuck partially open. Fairly easy to remove and inspect/clean.
I would test the alarm system by shorting out together the two wires that go to the thermo switch with the ignition on. The alarm should immediately sound.
