    It has gotten long so here is the latest.
    You had me test loaded and unloaded and below are the readings. Loaded it appears I need to replace the charge coil, but unloaded it says I need to replace the CDI. What would make the charge coil be under spec only when loaded?

    Everything connected. I assume this is "connect" in the manual.
    CDI to coil - 0V, spec is 130V
    Charge coil - 35V between R-BR, 6V and dropping between R-Blue, spec is 60V and 100V.
    Pulser coil - 10V, spec is 5V

    Disconnected. I assume this is "open" in the manual.
    CDI to coil - climbs to 105V over 6-8 seconds where I stop, spec isn't listed, just "---".
    Charge coil - 90V between R-BR, 125V between R-Blue, spec is 55V and 90V
    Pulser coil - 11V, spec is 7V.

    this is what Rod wrote on the original thread, but Rod or others need to give recommendations on what has failed looking at his loaded and unloaded readings.
    OP also said the white wire is disconnected from the CDI during these tests

    Is it the CDI or the charge coil?

    if the caps don't discharge you cant keep charging them.
    Op the zero resistance readings you got on the ignition coils could be that the meter you have cannot read low enough to read tenths of an Ohm or you did not have the meter set to the proper scale
