I was doing preventative maintenance on my 04 Yamaha Z200TXRC and noticed this spring laying down on the inside of the motor compartment. It has a flexible rubber sleeve around it. Anybody recognize it and what it does? Thanks!

Only a guess, but maybe something to do with the hood release mechanism? If you're lucky, the part of the one hook-end that broke off will still be hanging in it's original position, making it easier to figure out. Look for a small wire cable just lying around? Fuel pump drive spring.
Maybe 30 seconds of searching the parts look up.
Its a two stroke, NO cams/ cam belts..

It is a two stroke. The belt drives a cam shaft. WHERE? It is a cam shaft drive belt.
It is not a cam shaft, it's a ROLLER tensioner that uses a spring.
