Looks like it just pushes into the WP housing..

Upper Casing Water seal/damper
I have attached a picture of the upper casing when I removed engine to inspect seal, the drawing callout a Damper water seal, but I found no seal there, yet I ordered seal and place on top and that seal wont allow motor to rest flat? I hope picture is attached, I am new at this forum, sorry but I need help?Attached Files

1986 9.9HP Yamaha
I have oil and water mixture leaking from outboard when I run it, that was the problem when I purchased motor. Again the picture is what I found when I removed the motor., but I think there should be a Damper water seal based on parts diagram, the arrow point to the place where I think the damper should have been, but there was only this shinny looking bushing, I hope I am making since to ya'll?

FOUND IT, PART #4:
1986 F9.9SJ Yamaha Outboard UPPER CASING Diagram and Parts
If that's the correct part, does it appear to be a "compression" style gasket? If so, it may very well sguash down once assembled..
As for the other parts, look at the parts diagram (on this post) and compare to what you have.
99Yam, can you blow up the pic, PB won't....

I hope this picture show a little more, the seal has a metal sandwich between the rubber, looks like if I take that bushing out the seal sit lower and at same height as the other rubber seals/orings.Attached Files

Seal on Top
This is a picture with new seal sitting on top of that bushing, it is too high profile, maybe the bushing was an old design that lost the rubber, I am lost.....Attached Files

Pic is still small but no biggon..
That seal, looking / and especially your description, WILL SQUASH DOWN when you tighten the block down.
It needs to fit tight or it'll leak. With the metal in the middle, it holds it together (helps keep it from bulging).
The old one, with THE RUBBER MISSING (blown out, what ever) IS why it was leaking.
Your good to go, at least with that seal.. Tighten her up!
As noted earlier, check the parts diagram and make sure you have everything you should.
