I have a ox66 2002 250 hp that when you go back to idle, the throttle stays high, and the adjustment screw does not bottom out. You can manually grab the black throttle bar and push it back to proper idle or you have to put the throttle in neutral and rev it up a couple times then it will go back to normal idle and the adjustment screw bottoms out then. When this started going in reverse, the throttle is very stiff, but in neutral, the throttle operates freely in forward and reverse? any thoughts or ideas? Thank you in advance for your time

Complete disconnect the throttle cable from the connection point on the motor. Start and run the motor. Rev it up gingerly a few times and see if it returns to idle RPM without the throttle cable being involved.
What happens.
Now move the throttle handle forward and backwards several times with the cable being disconnected from the motor. Does it move smoothly and freely?
I have no idea as to what this black bar may be about. A photo might be helpful.
My initial thought is that 14/15 years old cables are more likely than not to be the problem. But... I changed my cables out after only about 5 years and it made a world of difference in throttling the motor.

the black piece is part of the throttle cam system, it has a lever sort to speak of that you can move to manually rev the motor . I have to push it down to idle normally, or like I said, rev it in neutral with the trotlle back and forth a couple times and it frees up and idles right. when it sticks the idle adjustment screw does not bottom out. and going in reverse the throttle becomes very stiff. This happened in one day.
