For the Op, on the very front leading edge of your LU, you'll feel a very small notch. That opens up and goes to that hose. Water pressure goes thru the hose up to a "pressure operated" speedometer.
Blow thru that hose or spray a lubricant and you'll see it flow out that notch.
That notch, if used in salt water, tends to clog up with crap and more so with corrosion.
