I have a 03 t8 that the tilt and trim isn't working right. The thing will only go up if I keep bumping the button. It goes down perfect. If I go up and down three or four time it then works perfectly up and down. But if it sits for more then 10 mins its back to bumping button to go up. Ive bleed it many times and it cant take another drop of fluid. Ive tryed reversing the wires to see if it was the relay. Any thoughts?

When I push the up button the engine starts coming up. It goes up 3/4 of a inch. Then the t&t motor keeps running but the engine stops coming up. I can hear the pump isn't moving fluid. If I let off the up button and do it again something 3/4 inch up. and have to repeat this till the engine is all the way up. If I drop and lift the engine 3 or 4 times this way it will start working perfect. But when I try it again after it sits for just a little while it's back to the bumping it up. One thing I have noticed if I hold the up button for a little bit after it stops coming up the next time I bump it I get it to come up more then the 3/4 of a inch This started last summer. I just lived with it. I thought that I would try and get it fixed before boat season got here. I thought it was air in the system. I have taken the tilt and trim out of the t8 and have in the vise. I have worked the thing up and down for hours now both by hand and with the motor. The fluid level is at the plug hole not one more drop will fit in there. It has no fluid leak anywhere. I have covered the thing in soapy water to see if its sucking air in somehow. none that I can find. I thinking it might be a check valve or bad o ring inside the pump but I don't know enough about it. Sorry I didn't put more info the first few post I did them on my phone without my glasses so I couldn't see very good. Does the fluid look foamy(lots of air bubbles) when you check level?
Or does there seem to be any pressure when removing the fill plug?
Sorry, but I do not see how this is happening unless the coupling between motor and pump is damaged and motor is not turning the pump . but then it would not work OK sometimes
