The steering friction adjusting lever doesn't work on my outboard, how do I check the operation and adjust it ?

We can't recognize your model here in the USA. Need the complete engine ID. Begins with the number 6.

Looks to be about a 2002 model year motor. The equivalent I believe of a USA F25ELHA/F25MLHA model. One is electric start with a tiller handle and the other is a manual start with a tiller handle. If your motor is not either of these then let us know.

Underneath the friction plate you should find some hardware that can be adjusted so that the steering lock lever will be more effective. Maybe loosen the lock nut, tighten the steering lock shaft and then re-tighten the lock nut.

        See this illustration

        You are welcome.
