With that broken bolt gone (and no head securing the cover) , there's nothing holding the cover on but old age, crud, etc.
Pop it off...

BTW, eventually, after inspection, you may see if there's any broken bolt sticking out IF the exhaust cover (part #14) is removed. This may result in more broken bolts should you go this route..Last edited by TownsendsFJR1300; 10-08-2016, 08:26 PM.Scott

So you only tried one bolt (that broke off) and stopped there?
Post #10 states the other bolt came out W/O a problem....
So one bolt is out, the other one, the head broke off, correct?
The cover should pop off, (IF I'm reading correctly).

You might consider having a machine shop remove it for you, maybe $30.00.
In the mean time, pull the cover and thermostat and see if there's an issue with the stat..

Its not a dumb question...
Usually thou, unfortunately, the threads seize up the block, usually flush.
Peek inside the hole and see if there's any visible threads, there most likely isn't...
*As an FYI, in the future, if your trying to loosen a bolt (roughly within its torque spec's) and it does not want to move, DO NOT KEEP going or it will bust off...
Try using a penetrate, liquid wrench, etc, heat around the fastener, sometimes tapping the bolt itself to try and loosen it up. Others have used a freezing spray(I never have) to help break the molecular bond... But just brute force will 9 times out of 10, it'll bust..Scott

the motor was designed with more than one bolt holding and sealing the stat cover in place.
it could start leaking at any time with one of the bolts gone. a major water leak under the cowling while running is never a good thing. everything gets coated with water and probably some getting sucked inside the motor.
fix it right to keep bad things from happening
there have been some discussions lately about the corrosion in the stat area of motors due to not pulling and cleaning them up as recommended by Yamaha ,along with the bolt & hole threads.
