Trim tilt relay

1996 75 hp TLRU. Bought the engine with a Bad t/t motor per the owner. Replaced the motor,o rings and seals. T/t works fine bypassing the controls. Connect the cables up and just get a click from the relay going up. Removed wires to motor. When activated from the shifter, up terminal to ground no voltage.When activated the down terminal to to ground I get voltage. Suspect the relay. It sounds like the relay is engaging but a disconnect to the up feed. Can it be taken apart and repaired? What is the correct method of checking the relay?

Not considered as a reapairable by Yamaha. Some have been known to open the part up and make a repair.
