Yes, the warning horn is part of the key switch panel. If you have a single motor it should not normally beep when the key is turned to the ON position.

If you want to test the horn you can pull the kill switch lanyard and then crank the motor. The horn may sound.

so the BEEP when I start the engine in the past is from instrument?

With a single engine Yamaha I cannot think of any sound that will be coming from the key switch or the instrument panel when starting the motor.

Now some fishfinders/chart plotters will beep if they have been turned on prior to the engine start and a low voltage situation occurs.

The white wire is grounded to stop the motor from running or to prevent the motor from being started.
