To gain access to the fuel pump/carburetor unit on a 3MSHY requires removal of two long bolts that hold the assembly together against the power head. How much disassembly of the lower engine cowling is necessary to access the bolts covered by the cowling?

As I don't know the year to your engine, this is the closest I could find off hand:

Generally, even thou the bolts are long going thru the carb, they don't have to be removed from the carburetor fully.
Once the carb's loose, you should be able to remove it with the bolts still loose inside the carb ears. Obviously, slip them back in when ready to re-install the carb..
There only appears to be a couple of retainers for the lower apron as well:
