Having a frustrating problem with a new F 200 four stroke. StarCraft Fishmaster 210 with F 200 was never able to exceed 5000 - 5200 RPMs with a corresponding speed of 37 mph. Have changed motor mounting position, prop pitch, prop design and now it has degraded to the point where I cannot exceed 4000 RPMs. Seems to come up ok into the 3000 rpm range ( 20 mph) but when going to full throttle all I get is more noise and it maxs out just below 4000rpms. Speed is about 29mph. It is back to the dealer for another round. Any ideas?

You say "new F 200 four stroke" ? isn't it still under warranty?
Have you verified the butterflies are fully opening with the throttle cable? Maybe just an adjustment/synchronization? I would check that first.
If the butterflies do open completely, have the dealer run it on a test prop to see if it will reach the WOT RPM range specified for that motor. If WOT RPM is within range, it will verify you have a problem not related to the prop and further diagnoses needed, I would assume under warranty?Chuck,

Sounds initially like it is propped incorrectly..
Note, my re-powered 20'4" Angler CC was re-powered (F150) and propped incorrectly. It would barely hit 5,000 and was a dog (big time).
Once re-propped, WOT is 5900, 45 MPH per GPS, completely different engine and jumps up on plane very quickly..

This is the current situation. Have had the original prop on it which was the Reliance sds 14.25X17. This had the best performance which was WOT of 5200RPMS but would cavitate and surge. Also had a very significant listing to port upon powering up which improved some with trimming it out. Upon various recommendations from others with the same boat, I had trim stabs installed to mitigate the listing. I have moved the engine up and back down and have tried a recommended Mercury Tempest prop. The engine seems to be getting worse in performance with each trial. I am now at WOT 4000rpms and a maximum speed of 28-29 mph. All of the others are turning 5800 to 6000 rpms and a speed of 48 to 50 mphs. Engine is currently mounted in second hole from top. hole number 2, and has a Mercury Tempest 14.5 inch 19P. The boat and motor are both under warranty and it is currently back on the dealers lot to have them figure it out. I have run only ethanol free 91 octane gas in it since it was purchased to avoid the associated ethanol gas problems..

Your boat seems to closely match that in the attached Performance Bulletin - so your initial, and current, prop and mounting hole should get you close to the 6k rpm's needed for this engine. Since this has been a problem from the get go, insist your dealer gets this thing set up correctly. Your report of deteriorating performance with an acceptable load, prop and mounting position points to engine issues and that should be the dealers responsibility.
I have never had to rely on tabs to do other than balance load or improve the ride and they certainly may come in handy to overcome hole shot torque but excessive torquing usually indicates overpowering - not the case for you. Once the engine is performing properly, top speed can be tweaked with trim, load balance and then prop changes or improvements. My opinion........
