What does the damper seal do on a 2004 vz250 hpdi lower unit

Went to change water pump a saw minor damage to damper seal. Wondering if I should replace. It's quite spend at $60.

Keeps exhaust gases within the exhaust system.

That is the damper seal clip. OP is talking about the actual damper seal. Item 11 shown here.
