What is the procedure to replace that bolt?
I think post #2, by Rodbolt addressed it.

Just curious, you can see the rest of the bolt inside???

      remove powerhead and lower unit.
      remove the lower cowling.
      withdraw the speedo tube.
      unbolt the bonding wire.
remove both upper and lower mount nuts.
      remove the entire midsection.

now we can access the bolts for replacement.

to do that remove the mount covers and extract the mounts.
Rodbolt has already told you the procedure

          the procedure is simple.

it is also time consuming and requires a lot of disassembly and reassembly.
