Yamaha 200 HP Tilt/Trim issue

Had trouble with tilt/trim not working, motor was not turning took it apart and found one of the brushes not seated on the motor correctly. Repaired this isssue motor is running great now but can't get anything to move still. Have tried to bleed system over and over and over as specified in manual and by suggestions found online. Still no luck motor will not move up/down at all. Think pump is issue not sure any suggestions?? Have printed drawings found online for pump and made sure all gears, piston shuttle, ball bearings, and valves are in correctly but can't find a drawing that show actual gears and their orientation. Any help will be greatly appreciated.

Are you sure the little drive collar is in between the pump and motor correctly,

I have the service manual for my motor, but thanks though.

I am almost positive everything is connected and working properly. It could be the issue though. I guess the next step would be to purchase a new pump.
