2002 115 TWO STROKE IDLES GREAT BUT WILL NOT GO OVER 3500 RPM SO IT WILL NOT PLANE OUT. IF YOU TAKE IT OUT OF GEAR IT WILL REV UP WIDE OPEN. CARBS HAVE BEEN CLEANED. WHAT CAN I CHECK NEXT?

First, check the throttle cable/linkage to see that the carbs are fully open when the throttle is wide open. May be that the cable connection at the motor has slipped.
When the motor gets up to 3500 rpm and WOT, try to squeeze the primer bulb several times. If the rpm climbs, then you have a bad fuel pump. If the primer bulb is collapsed, then there is a restriction from there on back to the fuel tank. May be tank not venting properly.
If that motor was allowed to set up for at least two months w/o being run, and the storage procedure as outlined in the owner's manual was not followed, then the carbs could be clogged with gum/varnish.
You say "THE CARBS HAVE BEEN CLEANED", but to what extent ?
It could be that the high speed jets are still clogged up. Try to remove them and squirt some Berryman's Chemtool into the orifices. If that does not do the trick, then those carbs may need to be removed, torn down, cleaned, and a kit installed.
