Blowing fuse

2003 F225.... There are 3 fuse banks on the port side of the engine .... from the top to bottom on the middle bank (brown, yellow, yellow) ... When the engine is cranked without the safety lanyard engaged, ... the yellow fuse in the middle blows. This fuse (20 amp) blows immediately as the key is turned to start, and only if the safety lanyard is not engaged. Any Ideas ????????

I believe the buzzer should sound when you do that.
maybe that is going to hard ground instead of sounding the buzzer
