86 150 "Coughs, sputters" and dies at idle

First outing ofter carb rebuild, link and sysnch. Starts easy, accelerates great and runs smooth and quiet on plane all RPM's. But it won't idle at any RPM. Turnied idle up as high as I could and still shift (about 1200 RPM), but it still hesitates then dies. Could it be fuel pump?
