Yamaha manual tiller grip throttle won't turn up to full throttle

I have an older Yamaha , probably 1995, 40 HP tiller manual control. This is the first trip of the season. The twist grip on the tiller handle will not turn up to full throttle. It only goes to about 1/3 ,throttle. It was running fine last fall and starts up okay. I have put wd 40 anywhere I could on the shaft and linkage under the tiller handle. Any suggestions?

Will it go to full throttle IN GEAR?

No, this morning was the first run this year .When I was trying to get back to the dock the fastest it would go according to the throttle indicator it would go two lines in gear, then not turn any further. This was in gear . Since you asked ,in gear it will turn to 4 lines , sitting at the dock with motor shut off but in gear.

Intended to include this, a bit more information, hope it helps. It's model 40 EMD.

Sounds like there is something that is suppose to limit throttle movement while in neutral, so I would be checking on that linkage
