I’ve got a 25hp 2 stroke that I’m looking to have fitted with a jet lower unit. The Id tags on transom mount have been painted over and the jet manufacturer needs the exact model to make the lower unit. How can I determine model without the tags?

Excellent.
1993 is the last year the 6L2-14301-10-00 CDI box was used. In 1993 Yamaha USA offered 5 25 HP two stroke models. 25ELHR, 25ESHR, 25MLHR, 25MSHR and 25ELRR. I suspect your motor is one of these five.
E stands for electric start. M stands for manual start.
S stands for short shaft (15") and L stands for long shaft (20").
R stands for remote control.
Hopefully now you can deduce what Yamaha model motor that you have.
From the jet makers standpoint only the shaft length should matter. But you better be clear as to what transom length the modified motor is to be installed upon
