Engine Head removal on a 1996 115hp Yamaha

Can I remove the heads on my 1996, 115hp Yamaha Outboard Motor without removing the 16 smaller bolts (I can get the 4 thermostat cover bolts out,) on the water jacket head. Do the smaller bolts go through the head and into the engine block?I am gonna replace the heads, water jacket covers and all gaskets.

Yes you can, if only to avoid snapping those bolts
But on second reading, best to remove those jackets whilst firmly on the engine. Repair, if required will be easier, except for those bolts tucked in the lower cowling
