2013 F200 XA will not trim all the way down

I WANT TO ADD: The circled bracket in the picture hits the transom bracket & stops going down completely. If I wiggle the motor it will clear the bracket & go down completely

Does it hit the transom bracket before or after contacting the trim rams? If "after", one of the rams may be sticky. If "before", then look for something askew in the bracketry, including the tilt ram mount.
