With they key "on", remove the pink wire from the sender. Then touch it to a ground. Observe what the gauge does. Wire removed should = empty, wire to ground should = full. If that happens, the wiring and the gauge is fine. If no joy, you can then do basically the same thing at the gauge to as you will be eliminating the wiring. The result of that will tell you if the issue is the gauge or the wiring.
It's also possible that someone mis-wired the gauge and the sender post is grounded, thereby always showing full with power on. Or, the pink wire has chaffed somewhere along the way and is grounding. With these steps, though, it will point to the exact problem.
