Low preasure pump has no ground

I have a 2016 vmax 200hp.... today i started it and ran a few hundred yards where it died....prought it back to do k and found the low pressure pump had power. But no ground....check. ontinuity of wire to ecu. Was good....so what else can make the ecu not send a ground signal

Well the ECM only provides a ground to the lift pump
when it detects crankshaft rotation,
and even then only intermittently if below 1200 rpm
(10 seconds on, 20 off ?)
