  • 250 OX66 making me crazy!

I have twin 2001 250 OX66. the starboard motor is running like crap here's what it's doing, it smokes like its doing mosquito control, it wants to shake off the transom idling in gear and wont go over 1900 RPM like its in a safety mode.... here's what I've done so far with no change.........
    1) I found the middle LP pump was leaking, I changed all three
    2) I found the plugs fouled, replaced the plugs the new ones immediately fouled out again.
    3) I have even compression, NOTE: I DID NOT DO A LEAK DOWN TEST, I don't have that equipment.......... YET
    4) I changed the head gaskets, suspected minor water intrusion
    5) I swapped the O2 sensors
    6) Tested output from the stator same on both motors
    7) 38 psi from the HP pump constant from idle to under load
    8) No codes on the computer
    9) Swapped the computers including coils
    10) Pulled the oil pump. its dry on the back side and linkage isn't broken
    11) Did the sink n link
    12) Ran the motor on an external fuel tank to eliminate bad fuel
    13) Had the injectors cleaned and tested
    14) Checked the VST filter it is clean
    15) Changed the water separator filter and on board filter
The motor did sit for about 5 months this past winter and always run REC 90 fuel.
Can anyone give me a direction to go? I had a 30 year mechanic look at it, 2 hours later he said it's one of those weird things that could be something stupid. Guy felt so bad he didn't want to charge me for the time. The cylinders seem to be flooded with oil. The summer is passing me by!! So this is my hail Mary pass..

Thanks bajakeith for chiming in, yes I did the blink test confirmed the plugs are firing but I don't have the equip to check the out put at each plug. What's your thinking?

Winky blinky, as in the diagnostic test lamp to see if any codes are being displayed.

and remember with the winky blinky, it will only show a code WHILE its active.
test the spark plug cap resistance as well.
they can make that motor go brain dead.

I am seeing parts chunking not testing.
did you TEST the O2 sensor heater and output voltage?
did you TEST the plug cap resistance?
was the winky blinky test done at the failure load and RPM?
like I said it will display code 33 then code 1 until another code is active, it will NOT display any other codes and the ECU cannot store codes.
38 psi is a tad high.
did you check the regulator return filter when the VST was off?
              this requires removing the regulator.
did the barometric pressure sensor voltage get checked?
what is the TPS ref and outputs?
