Yamaha 8B 677 - help with broken part ID

Hi folks - bit basic for you this probably, my apologies - I manage to snap this piece off my outboard (marked with yellow arrow) by not stowing it properly in my car - bit gutting as have a trip planned tomorrow.

It's the piece which secures the tiller arm, but I'm damned if I can work out what it's called from the manual in order to try and source a replacement. Can anyone help me?

This is part of my problem - number not listed, I assume the engine is pre-1984 and so doesn't appear there.
