Huh. I did consider splitting the bracket to get it off. I was thinking grinding that top weld out would let me save the bracket, but it's already cracked from me beating on it.

Well, I had to split the bracket to get it off. Turns out, boscoe, you were right again. It would have come off, if only it wasn't welded on by corrosion. It was all tore up from beating on it anyway. No penetrating oil ever made it down that far, it was seized up solid.
The grinding of the top weld was totally wrong. Dead end, fake news.
There was rust, and old grease caked up at the top of the tube, that's what was making it so hard to turn.
This old boat and motor is really keeping me hooked up. Be a nice little fishing rig, if I ever manage to get all the bugs worked out.

As frustrating as a repair is, there will be great satisfaction when it is all back together and working properly.
