2005 F115 4 stroke Fuel cooler H2O hose routing

The cooling water supply hose that serves the top of my fuel cooler has been plugged and is just laying in tge lower cowling.
The cooling water hose coming off the bottom of the fuel cooler connects with the garden hose flush line and then connects into the block just below the fuel filter.
This arrangement does not allow for circulation. .Where should the hose that serves the top of the fuel cooler connect back into the water side?

# 17 is the hose from the exhaust cover to the bottom of the fuel cooler
#19 is the hose from the top of the fuel cooler to the tell-tale
