I don't know for sure but would doubt that the oil flow increase is linear with an RPM increase.

Why? What would you expect it to be? Options would be a lower oil ratio for longer at lower revs, or higher ratio quickly and tailing off increase mid revs onwards?

Instead of a straight line increase of oil as the RPM and the throttle opening increase I suspect that it would be more of a curve. Double the RPM and perhaps the oil flow rate more than doubles. Just a wild eyed hunch/guess on my part. I would not argue if anyone disagrees.

The manual gives the specification for the oil flow when the motor is operated at 1500 RPM.

I suppose that someone can perform the test. See what the flow is. Then redo the test at twice the RPM. See if the flow rate doubles or not.
