2001 OX66 150 surging and now loses power over 2200 RPM. Idles fine.

Started out a couple months ago with surging. I read to clean or replace the o2 sensor, I cleaned and have 2 new ones (the other engine is fine). before I go on a wild goose chase, I figured I would ask here if anyone had anything similar. I am new to outboards so any advice would be appreciated. I was thinking it may be a fuel filter issue.
