Replaced seals on trim unit, now its weak going up, but strong going down.

I replaced the seals on the tilt ram, between the reservoir and body, and the 5 orings between the gear pump assembly and the housing. Now the unit is very strong going down, I cant stop it with two hands, but very weak going up, I can stop it with one hand. I have it so full that every time I open the reservoir, fluid comes out. Did I put something in wrong or is there something in the gear pump assembly that needs to be addressed under the motor? I did not remove the motor. Thank you.

Without knowing the model/year, the standard procedure for PTT units I'm familiar with require you to conduct an air bleed process after PTT reassembly and fluid fill. Did you do this?
