200 HPDI Stuck in reverse

2005 200 HPDI twins. I put boat in yesterday after a long winter storage. Engines run great but the starboard engine is stuck in reverse. If I move throttle to forward position with some RMP's the prop still goes reverse. When in neutral and give it throttle it too stays in reverse. Is this as simple as a linkage issue?
