DIAPHRAGM ASSY part on 2004 F90TLRC

The 2004 F90TLRC motor is new to me. The motor looks real clean except this one part. I found the name and part # in the CARBURETOR 1 section of the parts look-up. It was the DIAPHRAGM ASSY 2 - 67F-14369-00-00. It looks a little rusted. Is that common and what is the function of this part....how would I know if it gets too rusted and starts to go bad? Thank you for any information on this.

That diaphragm is the carburetor "dashpot"

I’d clean it with a wire brush to see how deep the rust is. Then paint it with some zinc paint.
If you pull the tube off for better access then you may need to use a cable tie after slipping it back on.
