Choke not working

I have 2004 Yamaha 115TXRC and when trying to cold start it will not start, I can pull the manual choke on outboard motor and it starts right up, I can here the solenoid click in operation but seem to not be getting the gas, I checked solenoid and I am getting 12+ volts and it is engaging, dont know if all the way, the only thing I can see wrong is the rubber grommet that is part of the solenoid that the plunger goes thru was broke and off

did you look to see if the butterflies are closing when you energize the choke?
